The City of Hammond, in partnership with the Indiana Department of Transportation (INDOT), is moving forward with the long-awaited Governor’s Parkway Overpass Project—a critical infrastructure improvement designed to address longstanding safety concerns, traffic congestion, and emergency response delays caused by stalled trains in Hessville. This project, eight years in the making, marks a significant step toward improving mobility, protecting pedestrian safety, and ensuring emergency vehicles can respond without obstruction.

Public Support and Resident Input

As part of the decision-making process, the City of Hammond conducted a community survey of Hessville residents, the area most impacted by stalled trains. Results showed that over 83% of respondents believe stalled trains are a serious issue that the City should address and resolve. The City carefully evaluated five potential locations for the overpass, ultimately selecting the most cost-effective site—one that minimizes the impact on homes and businesses while maximizing benefits for the entire community.

Addressing Critical Safety Concerns

For years, stalled trains have blocked major roadways, preventing police, fire, and emergency medical services from reaching residents quickly in times of crisis. The Governor’s Parkway Overpass will eliminate these dangerous delays, ensuring first responders can provide life-saving assistance without barriers. Additionally, a new pedestrian bridge will be constructed as part of the project, offering students and residents a safe, dedicated route across the tracks and reducing the risk of pedestrian injuries.

Hammond Chief of Police William Short emphasized the dire consequences of these delays, recalling a moment he will never forget:

“I can think of over 1,000 calls where our route was affected by stalled trains, but one in particular stays with me. We received a call from a young woman in Hessville who was being severely physically beaten in a domestic violence situation. Our officers tried three different intersections in Hessville to get to her as quickly as possible - all three intersections were blocked by stopped trains. We lost precious, life-saving time. Now if you want me to get to you, what are you willing to sacrifice?”

Chief Short underscored that this project is not just about convenience—it is a matter of public safety and the ability to protect and save lives.

Commitment to Green Space and Environmental Responsibility

The selected location for the overpass includes Briar East Woods, which has been inaccurately characterized as a nature preserve or public park. In reality, Briar East Woods has suffered from years of neglect, illegal dumping, and deterioration, making it unsuitable for designation as a nature preserve. However, the City remains committed to environmental responsibility and has implemented a 2-to-1 tree replacement plan for every tree removed during construction. This initiative will introduce 18-34 acres of new, usable green space to Hessville, enriching the community’s natural landscape and expanding its tree canopy.

Hammond is home to over 340 acres of dedicated green space, including the Gibson Woods Nature Preserve, a true environmental treasure. The City’s commitment to conservation and sustainability remains a priority, ensuring that residents continue to enjoy natural spaces while benefiting from improved infrastructure.

Mayor McDermott’s Commitment to a Fully Funded Solution

Mayor Thomas M. McDermott, Jr. secured 100% federal and state funding to cover the costs of the overpass and pedestrian bridge, ensuring that no local taxpayer dollars will be used for construction.

“This project is a direct response to the concerns of our residents. For years, stalled trains have impacted traffic flow, delayed emergency responders, and put pedestrians at risk,” said Mayor McDermott. “With full funding secured, we are delivering a solution that keeps traffic moving, protects public safety, and enhances our city’s infrastructure while expanding green space for future generations.”
